This release is not legal for high school teams because it is a seated position. Vertical releases can land in a vertical skill, but not if they are in a seated/pike position. This skill would be illegal with or without the twist. In order to make it legal, someone on the ground would have to remain in contact with the top person, which would make it a non-release stunt.
