While this may look like a braced flip, which would also be legal with this setup, it is technically a braced roll. That is because a base or spotter (in this case, a base) has a hand on the shoulder of the top person. With this setup, the top person is not released from the people on the ground until their hips are above their head, making it an inversion that releases. If there were no one in contact with the shoulder, then the release would happen prior to the hips being over the head, making it a flip.
